Accept loop for network listeners.

The loop runs on its own thread and passes accepted connections to the server.

The accept thread is named {name}:accept.

Sets the handler that receives accept status changes.

Enables test mode, which skips the exit delay on stop.

Starts the accept loop on a new thread.

Blocks until the listeners are registered.
